This is set in the Onepunch-Man verse, but after Saitama and other hero fighters went up to space to fight aliens in some distant planet on some distant end of the universe to put out the threat to the Earth. So they're not coming back anytime soon.
They left the Earth to the capable heroes left, who filled up the ranks of the Hero's Association and are now responsible for the protection of the Earth. Unfortunately, this also gives birth to new and stronger monsters.
